The Governance Unit

 

The Governance Unit in Eastern Africa (EAEG1) is part of the Prosperity Department. It helps countries build capable, efficient, open, inclusive and accountable institutions that can support economic growth, reduce poverty, deliver services efficiently, and earn the confidence of citizens. 

 

Our work program comprises six core Business Lines:

 

1. Public Financial Management (PFM),

2. Domestic Revenue Mobilization (DRM)/Tax Administration,

3. State-owned Enterprises and Corporate Governance,

4. Public Institutions Reform,

5. Decentralization and Sub-national Governance, and

Ethiopia Senior Governance / Public Sector Specialist

We are seeking a Senior Governance / Public Sector Specialist to lead the WB’s engagements to strengthen institutional quality in the Ethiopian public sector. Our program, encompassing reforms to tax and customs administration, fiscal federalism and institutional strengthening for service delivery, is expected to help reduce discretionary intervention, improve transparency, and ensure more equitable and rules-based allocation of resources across regions. Strengthening accountability systems including justice institutions, and quality of reporting of public finance accounts, will reinforce confidence in policy continuity and reduce fragility risks linked to spatial disparities.

These reforms are supported under various instruments, including development policy operations, the Governance Modernization to Enable Efficient Service Delivery Project, the Ethiopia Governance PASA, and governance arrangements in key sectors.

The selected candidate will work under the supervision of the EAEG1 Unit Manager and the coordination of the Ethiopia CMU Lead Governance Specialist.  

Duties and Accountabilities

  • Lead policy and operational dialogue in Public Administration and Institutional Reform engagements.
  • Exercise TTLship of operational, advisory and analytical tasks.
  • Work jointly with other GPs to enhance public sector systems for service delivery in critical sectors.
  • While the position is focused on the Ethiopia program, the selected candidate would support Public Administration and Institutional Reform engagements in other countries in the unit, as needed.

Selection Criteria

You will be a professional with strong operational and analytical experience on development operations and advisory services related to Public Administration and Institutional Reform, including:

• Master’s degree in a relevant field (e.g., public administration, economics, finance, law).

• 8 years of directly relevant professional experience at an international level, i.e. encompassing several countries. 

• Directly relevant technical experience across governance business lines, with specialization in civil service reform, public sector digital transformation, and governance in sector and service delivery.  

• Directly relevant operational experience as TTL in the WB or other international multilateral development institutions, with emphasis on IPFs and preferably across other instruments (DPOs, PforRs).

• Directly relevant experience as TTL in the WB or other international multilateral development institutions, in the provision of analytical and advisory services, including through Bank-executed TFs.

• Experience in quality control of the outputs of junior staff and consultants.

• Team player with strong integrative skills and track record of excellent relationship building with CMUs, other GPs, and clients.

• Strong written and oral communication skills.
