Key accountabilities and decision ownership:
Design, Plans and optimization of wireless radio access network communications systems, including radio propagation modelling and prediction, interference analysis, frequency planning, parameter definition and ancillary equipment. Timely and accurate release of nominal, redesigns and integration parameters.
Continuously review the frequency/PSC/PCI plan to accommodate new sites and ensure overall reduction in interference levels
Dimensioning of new core and access network elements, LAC/TAC/RAC dimensioning, signaling network and Interconnect Routes, IP Packet Core
Multi-vendor EP Validation, SAR approval, SSV Validation and approval on SMT
Development of Network Design reports and Resilient Business Continuity Plans (BCP)
Analyze and advice on the requirements and impact of introducing new services
Continuously monitoring new sites quality KPIs through performance monitoring and drive test analysis.
Analyze traffic trends, resource utilization, redistribute capacity and optimize resources to guarantee quality.
Performs development, testing, and validation of RF (HW &SW) feature plan proposals.
Provides input in defining implementation guidelines for approved new features and technologies. Coordinate trial testing for new features.
Site database update and Standardization of all RAN Database and maintain standard configuration rules on all radio database parameters.
Prioritize and attend to coverage related customer complaints and provide a solution /recommendation with the agreed time frame. Identify and forestall potential complaint areas.
Participate in developing internal processes used for radio network design and Optimization.
Prepare quarterly forecasts for inter MSC, MSR and Interconnect route requirements.
Prepare annual CNP capacity requirements.
Prepare in conjunction with vendors test documentation for new / upgraded CNP elements
Researches and advises on the tools required for CNP analysis and design
Prepare configuration parameters of new CNP elements
Dimensioning of new core access network elements, signaling network and interconnect routes, IP, Packet core
Analyze and advice on requirements and impact of introducing new services
Recommend parameter enhancements to improve the overall Radio network performance
Access Network Rollout & Implementation, Cutover, Rehoming, hardware & software upgrades, troubleshooting and Performance Tuning/Optimization
Must have technical / professional qualifications:
BSc. Honors degree in Electrical/Electronic engineering with bias towards telecommunications.
Minimum 5 years' experience in Radio Access Network Planning
Excellent analytical skills and attention to details, Communication and interpersonal skills, Excellent trouble shooting and problem-solving skill
Practical knowledge on the use of radio planning tools and capacity planning tools, MySQL, M2000, NetAct, Advanced Excel, Erlang-B etc.
Experience in process automation and database audits interfacing with planning tools.
SQL database queries and scripting. Python scripting for data manipulation, QGIS/Google Earth/MapInfo, and crowd source analytics is an added advantage.
Candidates with experience in Nokia and Huawei will have an added advantage.
Practical knowledge of all RATs and interoperability is a must.
Thorough knowledge in traffic modeling, coverage and capacity forecasting& management. Knowledge in tele-traffic Engineering.
Knowledge of Core access planning, Paging and LAC dimensioning.
