Duration: 11 Months

Job Description

1. Provides overall direction to the EMAT project under the administrative supervision of Head of Administration, ET Country Office, and the technical supervision of the WEL Staff Health Officer

2. Serves as WFP ET CO representative on interagency task forces on COVID-19 and other epidemic/outbreak task forces

3. Participate in the various UN Tasks Forces related to Covid 19 response, vaccination planning and Infection Prevention and Control

4. Supporting the calculation of the PPEs needed by the staff and dependents through the C19 pandemic

5. Actively liaises (through Protocol) with Ministry of Health Food, Medicine and Health Care Administration and Control Authority of Ethiopia and Ethiopian Pharmaceuticals Supply Agency - EPSA for EMAT pharmaceuticals and health screenings

6. Interfaces regularly with UN agencies including WHO for outbreak surveillance and with health focal points in other UN agencies/NGOs and African Union regarding in-country health matters and/or exploring ways to collaborate 7. Provides technical advice and serves as alternate for CO representative to HCC Executive and Management Support Committees

8. Promotes utilization of EMAT by other UN agencies and for those that are interested, providing information on the services EMAT offers and method of participation (i.e. MOU)

9. Serves as secretariat for the ET CO Staff Wellness Committee

10. Coordinates and manages ET CO Wellness Campaigns on behalf of all CO 11. Supervises administratively the EMAT doctors and nurses (Technical supervision from WEL Chief of Medical Service)

12. Supervises Business Support Assistants (BSAs) in Addis and Gode

13. Monitors, tracks, and reports on EMAT budget, cost recoveries, donations, and expenditures coordinating regularly with the Finance Unit preparing on a yearly basis an Annual Financial Report

14. Submits monthly Insurance reimbursement reports and reconciles any differences in reimbursements

15. Coordinates EMAT Meetings on a weekly basis and weekly Staff Health Officer weekly meetings

16. Exercises regularly and consistently continuous Performance Improvement for the clinics to ensure the best healthcare for patients and to increase the economy, efficiency, and effectiveness of the project

17. Liaises with external partners working with WFP on the EMAT initiatives (ICLLaboratory Test service, pharmaceuticals providers, UNHCC)

18. Provides support for the doctors and patients related to Medical Referral and Medical Travel as well as with entry medical examinations

19. Develops procurement procedures and LTAs for pharmaceuticals, medical items and equipment required for the project following WFP ETHCO Procurement rules and regulations.

20. In collaboration with the CO & WEL team (including Admin, HR, Security, Finance and WEL Director, Chief and Regional Medical Officers, and Staff Health Advisor) undertakes a regular analysis of clinics utilization in each location, monitors clinic utilization rates and reports to WEL on a monthly basis

21. Continuously improves and supervises EMAT reporting and expenditures by type of aggregated diagnoses

22. Oversees the monthly revision of Medical insurance reports

23. Keeps data on EMAT project up-to-date (number of visits per insurance types, staff/dependents, male/female)

24. Determines strategy to promote full EMAT clinic utilization by staff and family members, in all locations where doctors rotate

25. In coordination with the Staff Health Officer and EMAT doctors develops training and screening programs to promote primary medical care and health prevention

26. Promotes and enhance Staff Wellness initiatives at CO level

27. Development of the EMAT clinic Quarterly Newsletter (in coordination with the Regional Medical Officer and the Regional Staff Counsellor)

28. Editing EMAT contents on IKM - ETH CO website

29. Makes periodical field visits (if security and health situation permits) to SOs, FOs and AOs where EMAT has operational clinic

30. Forges way forward with Ministry of Health for EMAT clinic certification

31. DELIVERABLES AT THE END OF THE CONTRACT:

1. Maintain the project’s financial sustainability as a CO funded programme;

2. Seamless management of operational/logistical aspects of EMAT;

3. Ensure that operational/logistical (e.g. medical supplies and pharmaceuticals) and technical (i.e. medical/health) coordination to ensure high quality primary healthcare services to staff and family members

4. Maintain staffing in all EMAT locations and anticipate any staffing issues

5. Provide timely budget/financial and clinic utilization reporting
